A consultancy opportunity to conduct a comprehensive landscape analysis on the participation of young people (ages 10–24) in Malaysia, including mapping legal and policy frameworks, assessing participation platforms, identifying gaps, and providing actionable recommendations.
Responsibilities
Conduct mapping and analysis of laws, policies, and procedures related to youth participationIdentify and evaluate key government and non-government participation platformsDevelop frameworks to assess quality and capacity of youth participation mechanismsConduct data collection (KII, FGD, surveys) with stakeholders including young peoplePerform gap and causality analysis and provide recommendationsPrepare inception, interim, and final reportsDevelop dissemination materials (presentations, infographics)Engage with stakeholders and Steering Committee for validation and feedback
Requirements
Advanced degree in social sciences, law, public policy, human rights, or related fieldsMinimum 7 years (national) / 8 years (international) relevant experienceExperience in child/youth participation, civic engagement, or policy analysisStrong analytical, research, and report writing skillsExperience in multi-stakeholder research and consultationsKnowledge of CRC and child rights frameworksProficiency in English (and Bahasa Malaysia for national consultant)Experience handling qualitative and quantitative dataUnderstanding of safeguarding and ethical research practices
